Tagging question

I'm wanting to know what exactly tagging is. I have been around the web and have found some answers, but I haven't found something specific to what I am looking for.

Here is my blog for an example: http://harmony-dreams.blogspot.com
All the way down on the left side where the header says "friends", I want to know if when someone tags me, a link to their blog will show up there. How do I know when I am tagged?
When I click on one of the "friend" links under the header, it just takes me to my blogger dashboard...

no such a ting as "Tags" you need to go to Blogger > Design > Edit HTML and find this

Replace <a href="http://blogspot.com">Friend</a> with the links that you whant to show.
