Link Farming is now seems very bad technique after coming Google Panda Algorithm. Google does not like such technique and Panda especially hit Link Farms. Link Farming means to spread out low quality content on the web. It includes low grade content rewriting.
And example of Link Baiting is to writing a good research report, including your keyword inside the report. If you market it effectively, it will gain attention of authenticated websites and republish it. And you will get back link.

Link Baiting - Writing good content that people will naturally want to link to.

Link Farm - Any group of web pages that all hyperlink to every other page in the group. A link farm is any group of sites that all hyperlink to every other website in the group to increase search engine optimization.
