How Do I get my sidebar ads to follow me when i scroll down?

How Do I get my sidebar ads to follow me when i scroll up/down the page?
Its not violates the AdSense TOS. does it?
As you can see, my blog have two 160x600 ads on is sidebars, one ad in each sidebar.
I placed those ads with the assistance of the HTML widget - I not so good in the HTML language (or any other programming language).
Therefore I want you to be detailed, tnx
